- Reauthorization: Programs are authorized through Sept 30, 2031.
- DoW Redesign: The Department of War has restructured to focus on three innovation outcomes: differentiated technology, scalable products, and operational capability.
- Funding & Solicitations: New FY2026 Release 1 solicitations are in Pre-Release; revisions are expected based on new legislation.
- New Funding Vehicle: A new Phase II “strategic breakthrough” funding vehicle with a $30 million ceiling is introduced.
- Security & Due Diligence: Enhanced screening for foreign ownership, cyber practices, and foreign affiliations for both SBIR and STTR applicants.
- Proposal Limits: Beginning in FY2027, agencies will set caps on the number of proposals a business can submit.
